Snipers 1 and 3 now have to leave their lanes to take out an abandoned sniper 2s position. Now right and left lane are left open for any possible extra shooters. This is 100 percent a government or 3 letter hit. A sniper would never leave their position unless relieved to help ground patrol. That is unless they were told to abandon that position for a real emergency and even then probably not. He could view the roof and grounds. Sniper 3 could have scanned the area for him as he's behind the bldg.. etc etc
